La Consejería de Medio Ambiente y Ordenación del Territorio, la Sociedad Malagueña de Astronomía y la Fundación Monte Mediterráneo
La Consejería de Medio Ambiente y Ordenación del Territorio publicó en 2010 el Decreto 357/2010, de 3 de agosto, por el que se aprobaba el Reglamento para la protección de la calidad del cielo nocturno, poniendo de manifiesto la apuesta de la institución por la preservación del patrimonio natural, cultural y científico que supone el firmamento andaluz. Desde ese momento, uno de los objetivos prioritarios ha sido conocer la calidad del cielo para garantizar su preservación y evaluar el efecto de la norma.
Durante estos cinco años son muchas las iniciativas pioneras puestas en marcha y en todas se ha primado, por un lado, la colaboración entre instituciones, al objeto de garantizar una mejor gestión de los recursos y permitir, a través de sinergias, enriquecer con una perspectiva pluridisciplinar las actuaciones para preservar el firmamento y por otro, el impulso del empleo verde, basado en el cielo como motor económico.
En este contexto, la Sociedad Malagueña de Astronomía hace partícipe a la Consejería del desarrollo de un prototipo para seguimiento de bólidos y medición del brillo del cielo nocturno, de su intención de crear una red de estaciones de medida y de la necesidad de disponer de una estación en Andalucía occidental. En este punto, cabe destacar la importancia de apoyar iniciativas de investigación, desarrollo e innovación de origen andaluz.
Conocedores de la calidad del cielo nocturno del Parque Natural de Aracena y Picos de Aroche, a través de la Dirección del Parque, se contacta con la Fundación Monte Mediterráneo. Esta institución tiene entre sus objetivos la formulación de pautas para el aprovechamiento sostenible de los espacios naturales, y además dispone de una ubicación privilegiada para la instalación del prototipo de medida.
A través de esta iniciativa se fijan las líneas de colaboración para la ubicación y explotación de un dispositivo prototipo desarrollado por la Sociedad Malagueña de Astronomía, que permite la medición de la calidad del cielo nocturno, en instalaciones ubicadas en el Parque Natural Sierra de Aracena y Picos de Aroche, pertenecientes a la Fundación Monte Mediterráneo.
Este proyecto, a la vez que permite seguir avanzando en la medición de la calidad del cielo nocturno andaluz, fomenta la colaboración entre instituciones, permitiendo el intercambio de conocimientos y experiencias a coste cero, al compartir recursos.
Pero no podemos olvidar que con este trabajo y en el ámbito del empleo verde, se impulsa la investigación, desarrollo e innovación, apostando por prototipos diseñados por investigadores andaluces y se pone en valor el firmamento de los parques naturales andaluces, impulsando el astroturismo, como oferta de ocio cada día más presente en estos espacios.

HIMMELSQUALITÄT IN ANDALUSIEN KANN “GRÜNE ARBEITSPLÄTZE” SCHAFFEN
Das andalusische Landesministerium für Umwelt und Raumordnung, die Gesellschaft für Astronomie in Málaga und Fundación Monte Mediterráneo
Das andalusische Landesministerium für Umwelt und Raumordnung veröffentlichte am 3. August 2010 das Dekret 357/2010, in dem die Verordnung zum Schutz der nächtlichen Himmelsqualität verabschiedet wurde. Darin kommt die Absicht zum Ausdruck, den Erhalt des kulturellen-, natürlichen- und wissenschaftlichen Erbes, welches das andalusische Firmament auszeichnet, zu verbessern und zu stärken. Seitdem wurde hauptsächlich erforscht, um welche Himmelsqualität es sich handelt und wie diese erhalten werden kann.
In diesen fünf Jahren wurden zahlreiche Pilotprojekte und Initiativen in Zusammenarbeit mit anderen Institutionen begonnen; primär ging es dabei einerseits darum, die Ressourcen gut zu verwalten und durch Synergien den Erhalt des Firmaments multidisziplinär und fachübergreifend zu praktizieren und zweitens um die Schaffung “grüner Arbeitsplätze”, wo der Himmel der wirtschaftliche Motor ist.
In diesem Kontext hat die Gesellschaft für Astronomie in Málaga das Landesministerium an der Entwicklung eines Prototyps zur Aufzeichnung von Meteoriten und der Messung von Himmelshelligkeit beteililgt und die Absicht erklärt, ein Netzwerk an Messstationen zu schaffen sowie den Wunsch nach einem Standort im östlichen Teil Andalusiens geäussert. Hierbei erschien besonders wichtig, Forschungs-, Entwicklungs- und Innovationsinitiativen aus Andalusien zu fördern.
Da die aussergewöhnliche Qualität des Nachthimmels über dem Naturpark Sierra de Aracena y Picos de Aroche bekannt ist, wurde über den Parkdirektor Kontakt zu Fundación Monte Mediterráneo aufgenommen. Zu den Zielen dieser Institution zählen, u.a., die nachhaltige Nutzung natürlicher Räume und sie verfügt über eine privilegierte Lage, um derartige Prototypen zu installieren.
Dieses Projekt zeigt, dass ein erfolgreiches Fortschreiten kompatibel ist mit der Zusammenarbeit unterschiedlicher Institutionen und dem kostenfreien Austausch von Kenntnissen, durch den sich wieder neue Synergien und Möglichkeiten ergeben.
Wir sollten aber nicht vergessen, dass es sich bei dieser Arbeit auch um die Schaffung “grüner” Arbeitsplätze handelt und um die Förderung von Forschung, Entwicklung und Innovation unter der Leitung von andalusischen Forschern, die Prototypen entwickeln. Es handelt sich um die Inwertsetzung des andalusiechen Himmels in den Naturparks, um die Förderung von Astrotourismus als zunehmendem Freizeitangebot.

THE QUALITY OF THE SKY CAN CREATE “GREEN JOBS”
The Andalusian Ministry for Environment and Planning of Land Use Management, the Astronomic Society in Málaga and Fundación Monte Mediterráneo
The Andalusian Ministery for Environment and Planning of Land Use Management published in 2010 the decree of August 3rd in which the regulation for the protection of the quality of the night sky is confirmed expressing the intention of preserving the natural, cultural and scientific heritage of the Andalusian sky.
During these five years a lot of pilot projects and initiatives have taken place; focusing, on the one hand, on the cooperation of different institutions in order to achieve a better management of resources and, by creating synergies, enrich the perspectives of a multidisciplinary approach to preserve the sky; on the other hand, to give an impulse for “green jobs” based on the sky as an economic motor.
The Astronomic Society in Málaga invited the Andalusian Ministry to participate in the development of prototypes for the follow-up of meteorites and the measurement of the sky brightness at night; exposed the idea of creating a network of measurement stations; and asked for a placement for a measurement station in East Andalusia. Here it is important to emphasize the support of Andalusian investigation, development and innovation.
Being aware of the sky quality at night in the Nature Park Sierra de Aracena and Picos de Aroche the Director of the Nature Park connected with Fundación Monte Mediterráneo. One of the objectives of this institution is the sustainable use of the natural environment and their privileged location invites to install a measurement prototype.
Here we find the cooperation for the placement and use of prototypes for the measurement developed by the Astronomic Society in Málaga which allow the measurement of the sky quality at night in Fundación Monte Mediterráneo’s place in the Park Sierra de Aracena and Picos de Aroche.
This project - apart from progressing in means of measurement of the sky quality of the Andalusian night sky - augments the cooperation of different institutions allowing the exchange of information, knowledge and experience at low cost, by sharing resources.
We should not forget that with this project we contribute to create “green jobs” and improve investigation, development and innovation standing up for prototypes designed by Andalusian investigators. We value the sky of the Nature Parks in Andalusia pushing astrotourism as an offer for leisure activities which is becoming more and more popular.
